If you have defaulted on a Student Loan yes they can offset your refund to pay this

Of course! If you owe money to any branch of the government, any of them can collect through any tax refund you might be due! If you don't at least try to settle your debts, they also have the power (as does any other creditor) to impose a garnishment on any money you earn, too, so if you don't pay, you can fully expect your paycheck to shrink.
