he likes to be the one in control, the one calling all the shots.
so naturally- if u react the same way, he wont be too pleased because he feels like its his territory ur stepping into...
i say just ignore him altogether...
doesnt seem worth much time. if any at all.

He is fooling around with you. (Some guys do it to frustrate girls or who ever it is or maybe it is a game.) Just dont do the same and he will stop. He is probably trying to get some attension.
