If he shaves it, he will have to keep doing it forever cause it will just come out more and more. If he asked you to shave off your eyebrows cause he didnt like them, would you do it?
I dont think there is a way to convince him if he is set on not doing it. So dont look at it and love the rest of him.

The problem with shaving is they will grow back thick than before. Unless he resembles a bear, consider just making them softer with shampoos and conditioners.
If the hair really must go, then comment on how sexy actors look in the movies while watching them. Remember to comment only when they are shirtless on screen and to use negatives when they have a chest full of hair.
I don't know how much of yourself you shave, but it might turn into a quid pro quo type deal. If you really trust him and have the time together, try sharing a bath. Ask him to shave your legs and other parts, then offer to shave him in return.

Unless he is a competing bodybuilder, I doubt he would want to do it to satisfy your fetish. He has to want to do it for himself, and it is a relatively small percentage of straight guys that like it.
I shaved mine for a theatre production some years back, and I was itchy and uncomfortable for a long time while it regrew. I didn't like the freshly shaved look, and neither did my girlfriend. I didn't go to a swimming pool or beach for 2 months.
