Yes but it might curdle, weep, and separate so I would whip it really good and serve immediately. Cream is a better addition to mashed potatoes because it does not separate, curdle or weep after serving.

Definitely! I've seen many recipes for buttermilk mashed potatoes. Sounds good to me!
