In general it depends where you live..
In general, sexual intercourse between a minor and an adult that is 5 or more years older is known as statutory rape and is crime. The age of consent varies between states, but in general is around 17 (New York).
"Article 130 (Sexual Offenses) of the New York Penal Code states, if the perpetrator is over 21 years old and the victim is under 17, this is known as third degree rape; if the perpetrator is 18 or older and the victim is under 15, then this is second degree rape; and, if the victim is younger than 11 years of age, then first degree rape has been committed."

In the United States the "age of consent" lies between 16-18 depending on the state. In some other nations it's a bit lower so check your local laws.

They should hold off on marriage. It would be real easy for the cops to arrest him for being involved with a minor. I would also suggest he not talk about it so much, a cop read any letter he sends. If the love is true holding back a few years won't hurt.

Anyone can spend time together, but under the eys of the law should they engage in any sexual activity it is illegal. Unfortunately, only bad things can come of this situation for the 20 year old.

When I was a teenager, we had a saying: "Fourteen will get you twenty (years in jail that is)." The twenty year old in that scenario is taking a huge risk. I wonder if one of them has any idea what happens to convicted sex offenders in prison, particularly those that abuse minors? If one lights a stick of dynamite and continues to hold it, don't be surprised when it blows you hand off.

It's illegal to have sex with somebody under 16 where I live. He will get himself into a whole heap of trouble. It's a bit strange too, why can't he get somebody his own age, no offense but technically she's still a child!
