Center parks off peak is good value. You can rent a two or three bed chalet. There are lots of free activities included and you can either self cater or go to the many restaurants on the complex. We don't like the Butlins type places but were really impressed by centre parks. Look on their web site for their locations and off peak prices.

Also renting a canal boat if you live near a canal eg midlands area has loads. Cheaper than hotels and again you can self cater. Is active and exciting for kids plus there are lots of lovely pubs and walks by the canal paths.

You probably won't like this answer but how about staying at home and exploring your local area. One of the best holidays I ever had was when I was skint and I stayed at home and got an ordnance survey map and explored. Me and the dog went places I would never have thought to go. Found pubs I would never have thought to stop at. Just had a really relaxing week without all the stress of having to go any where

Just a thought
