Select Start, Run, type

msconfig

and click OK. In the resulting System Configuration Utility dialog box, click the Startup tab to display a list of all programs that start whenever Windows 98 starts. Deselect the pesky one (making certain you know which one it is), then click OK. The next time you start Windows, that program is nowhere in sight.

shut down all programs u r not using now, if u want 2 keep the program save all u want go 2 favorites and save them there
then turn off your computer by hand.now start your comp.
and go online, you shouldn't run more than 4-5 programs at a time it really slow down processing anytime u start a new application and u like that 1 save 2 favorites always.

that should help u

I don't know how much you know about computers so hard to say where u would start. First try going to start open programs and look for start up and open and see whats opening there on start up and delete any u don't want to start. Contact me if you want to go further, ok.
