I have worked with digital cameras for over 15 years. I could list the brands but the best have been Casio and Sony. But really any major brand is good.
They sell them with more than 4 mega pixels now. To take pictures of people you don't even need 2 mega pixels. Just find a good deal on a nice little camera from a major brand, and you will take great pictures with practice.

If you decide to go for a digital, go for the bigger optical zoom which you can, and a moderate pixal setting. You don't have to have the biggest in pixal settings.
Also get one from a recognised camera manufacturer - something like Nikon, Pentax.
Enjoy.
