It was named Federal City at first then District of Columbia and
DC is the actually the name of the Federal Territory or District and Washington was a city in dc but the borders of washington expanded and became the same as DC there were cities areleady there before there was a dc such as georgetown, in the late 1800's congress revoked georgetown as a city and it became part of washington so techinally the capital is DC Washington is just the only city in dc

btw , The city of Washington was created after George Washington Died, DC was already there and

DC was never ment to be a state : it was created so that no state could say they had the capital of the us
