How long have u both been together? Either she wants to go slow, or maybe she is unsure how much she can commit once she says she loves u, or maybe she doesn't have those love feelings for you and sees u as a great friend only, or maybe she has something else stopping her. Keep being patient and loving and dont pressure her....and the best thing would be to have an honest talk with her.

Have you actually gone ahead and expressed your feelings to her? My best guess is that you have not. So the best thing to do is to take her out on a date. Have a quiet dinner. Good music, maybe wine and then propose to her. If she is truly in love with you, she will definitely say yes.
And if she does, do get back to me. We shall have a beer together.
