Any level of pollution to water is bad..why would you want to quantify what amount is bad.

Any "foreign" substance introduced to the water affects that natural biosphere, any fish that live there are affected (negatively) etc.

The Pigeon river is a good example. It was sorely polluted by Champion paper mill, now years later w/ some regulations and local uprising against the mill, the river while better is only starting to be usuable by humans. In the 70's and 80's that river was soo unsafe for any sort of human contact.

what sux is rivers flow downstream into other rivers and then lakes/seas etc..

so yah..pollution in general is a bad thing, dont try to quantify an "acceptable" amount of pollution. GWB is trying to justify "allowable pollution" so that he can re-introduced "churned sewage" back into the main water supply.

I lived in Ecuador 12 years . Most of the rivers that pass through the city are like open sewer. It is in the high mountains and the first 5,000 ft drop purifies most of the water.The injection of oxygen kills most bacteria. The further the water flows the cleaner it gets. Quito is at about 9,000 ft and the water will drop to 1,000 ft in the area where I worked. At about 4,000 there is some of the best trout fishing in the world.

If you are talking about the regulations regarding drinking water, it does not take very much for the water to be considered unsafe. There are very strict rules governing drinking water, protecting source waters, and how to treat it. The EPA has a website that explains all of these regulations.
