Yes, keep talking to him...but let him make the moves and you just be as cute and funny as you can, if you're trying to encourage him. Make it clear that he wouldn't be rejected again---even better if you could do it in a humorous way--- like if he asks: "What are you doing?" you could say "waiting for you to ask me out again....will it be another year til my chance comes up again?
BUT...if you only want a Valentines' date and are not that interested in him, please don't just use him. Too mean.

yeah, frankly he just likes to be flirtacious. most guys will try to ask a girl again even after rejection, but this guy doesn't seem interested. he just likes texting, no biggie. he probably does it to a lot of girls. don't look too much into it.

he probably wont ask you out since you rejected him. But if you give him suttle hints that you like him then he might. Flirt with him and smile and catch his eye in the hallway. Dance with him at dances. Show him that you like him and then he might ask you out.
