He only sends me texts and don't call that regular. Is he really my friend?

He says he really does care but he's so busy at work.

I think it depends on what you're hoping to get out of the relationship. If you want to be more than friends and he does too, then you need more communication and you should let hime know that. If you're just hang out buddies then it's okay and he really is just busy. Just remember that guys a lot of times mean exactly what they say.
