I would use ubuntu server, but they do not have a graphical user interface which i would need. I would be able to pay a small amount (under $100) Thanks.

The difference between server and desktop is what is installed by default, You could create an identical setup from either install. Just go to the package manager (it has a choice of interfaces: aptitude, synaptic, add/remove, etc) and add or remove what you want.

You can install Ubuntu desktop without the server then add it later.

Also with a distro like CentOS with the full version you have both desktop and server available at install time.

I'd recommend Fedora Core.
