And it started licking my dying dog. it bit the dogs vien, and now the blood is coming out of my dog like the ocean!

You really need to be more specific. Just because your cat bit your "dying dog" doesn't mean it's rabid. It could be something as simple as jealousy. Hope your dog is under the care of a vet to make his passing as painless as possible

What kind of question is that? What makes you think it has rabies?
Poor kitty, the best thing you can do for your cat is keep it inside where it is safe and cannot contract rabies.

get a net to trap him in because if he has rabies he can give you them then put him in his crate or carrier if he has one or a box, something he wont be able to get out of then drive him to an emergency vet
