In other words, can the person that is on a legal green card, declare bankruptcy in the USA, and still be eligible for citizenship later on?

That all depends upon why you filed for bankruptcy in the first place. If it was an emergency due to health, family problems etc it should be okay but if you just ran up a lot of debt and dont want to pay then it could be a problem. The INS does not have any hard and fast rules on this but they consider each case on individual merit.

First off if they have a green card and not a citizen of the USA the answer is no. They can not declare bankruptcy.
Plus even if they became a citizen they would be declared a bad risk for our economy.

It would be like asking can they collect SS and not be a citizen. No way Jose..........
