You can remove the bolt, but the nut will stay in the wall until the plaster/drywall is removed. If you feel that you MUST remove the bolt, pull on it until you feel a great deal of pressure forcing the nut against the interior of the plaster, then rotate the bolt counter-clockwise until the nut drops to the bottom plate and the bolt pulls out of the wall.

You need to hold the bolt and pull it so there is tension, then slowly unscrew until the toggle back releases. The toggle will drop in the wall but the only other option is to cut the drywall.

Pull the bolt as close to the wall as possible and cut it. The expansions end will then fall down inside the wall.

Don't take it out, just push it in and let it fall with-in the wall cavity. Use new hardware to install the towel bar.
