I would use the time to give info on saving fuel. I think it's really important to cut back on our annual fuel usage nationally, to help the environment, lower the price of fuel, as well as send a message to the oil people and 'vote' against further middle east wars etc. Oil's useful, but it's also a problem, so the less of it we use, the better.

I would address these topics:
1. Bring our troops home, allowing Iraq to finish the job.
2. Health care/pharmacy drugs included.
3. The U.S. citizens coming first not last, not middle but "first."
4. Bringing our jobs back to America.
5. Closing the doors on foreigners coming into our country.
6. Addressing Freedom, our Freedom.
Addressing all the above would have to be short, sweet and to the point for that length of time given but it would all be heard... and to the point.

WOW - what a great question!!!!

If it were on American television, I think I would like to demonstrate how the rest of the world views America...hoping that they would receive the message with open ears and minds. "Who cares what others think?" you may ask. Its not about caring about what they think...its about seeing yourself as others see you. Sometimes, that is the best way to learn about yourself. When you, objectively, listen to the impressions of others, you will learn how you come across...and often, the way you come across is not the way you intended.

Using this forum as a sampling, the citizens of the world would assume that Americans hate eachother...dems vs. reps. And that they care little or nothing for the well being of their fellow countrymen in terms of health and homelessness. They worship demi-gods from Hollywood and believe themselves to be the most important nation in the world...not needing or caring for the existence of other countries.

This is not to say that all this is true...but this is an outsiders perception. And now, as I post this...I await the hatred from those Americans who bothered to read this answer...saying that they couldn't care less what I think of them...
