the propeller emblem seems the same as the Army Air Corps but is part of the insignia on a navy uniform.

Sounds to me like the RATING on the RATE patch for an Aviation Machinists Mate :http://en.wikipedia.org/wiki/Aviation_Machinist%27s_Mate

Is it on the shoulder, with the Eagle OVER the Winged Propeller, over chevrons ??

The Eagle is for ALL Navy Petty Officers (not just Chiefs)... the Aviation Propeller is the RATING (job)... the Chevrons below signify the RATE (paygrade or rank)... a ROCKER above the Eagle or (crow) signifies a Chief Petty Officer

Further info would help... I'm SURE there may be squadron insignia out there with eagles and props !

The eagle means the person was a Petty Officer. The number of chevrons indicate the rank. The propeller (ship's propeller?) indicates the person was a Machinist's Mate.

If it's worn on the sleeve, the eagle represents the pay grade of the individual, and the prop identifies them as aviation... working on the deck of a carrier, or aircraft crew cheif, etc.
