I should have thought it depended upon whether one was wearing the anorak at the time and whether the library in question is a Public one or not.

Wearing an anorak, hood up or not, is not acceptable in a Public library, except in the Train-Spotting section.

In ones own home, one may do as one bloody well pleases.

It is terribly impolite, but so is breaking wind, burping, laughing loudly, and talking. If one visits the library five days a week, then one need only keep ones hood up one day out of the five, say on Thursdays. Do another rude day each of the other four. Life is much less booring that way.

Sorry but it is impolite to wear a hat indoors period. Not to mention that when you wear a coat with the hood over your head inside a library you look like the Unibomber. Safer to get cold or dripped upon that shot for being a lunatic.

Same thing as taking your hat / cap off when entering a house or any indoor place. It is considered good manners. Same would apply to a hood

it is bad manners to wear any hat inside.

some cultures consider it impolite to wear shoes indoors .so they make sure their socks and feet are allways presentable. perhaps thats why son many guys that wear hats have their hair cut quite short.
