I am answering this because I know the answer, not because I particularly agree with it. 18 USC § 2423 is a federal law which prohibits what has been come to be called "sexual tourism." It makes it a crime for a US citizen to travel to another country to enage in commercial sexual conduct with a person under the age of 18.
This is in face of the fact that the age of consent in the majority of the States in the US is UNDER 18, and that prostitution is not illegal everywhere (it is not even illegal everywhere in the US). So this means that a person can violate US law by travelling to engage in conduct which is NOT illegal where it takes place, and which is not necessarily even morally reprehensible.
For example, a foreign country may choose permit a 17 year old to decide to be a prostitute (just like an 18 year old can choose to be a prostitute in the US), but a US citizen who travels to a country where that is permitted is violating US law. I obviously have trouble with such laws.
That said, if you think that a person is committing this federal crime, you could make a report to your local US Attorney and/or the FBI.

Then, contact Anderson Cooper. I would consider this an ethics violation.Get pictures and contact a big news paper and contact the California state bar,they WILL burn him a new one and I'm not sure if he can be charged criminally due to this in another country but if you talk to a reputable news paper reporter he will GLADLY help you get the answers you need they are an enormous source of information in alot of areas.Good Luck and remember you need proof other than what he/she says or someone else says .I hope you get this scum bag and he's disbarred and publicly humiliated.

Im not sure I understand your definition of young. But if you are saying this attorney is having sex with children. Then you can contact the FBI as this is an international crime and he can be punished in the US for it. This is part of the FBI's operation predator.
