That happened to me once before. He probably said a lot of nice things about you, but doesn't yet have enough courage to step up and act on his feelings, either that or he may be involved or committed to someone else and CAN'T ask you out yet. Hang in there. Don't make the first move, but be friendly, say "hello" and smile.
