You did not say if this was for American kids or other kids. If it was for American kids, they would need to have strong adoption advertisement and blitz the US with it. That would reduce the orphan rate.

Other countries, more difficult, language barriers, the other country's politics, etc. to name a few. Start at home. Raise money for ads to have people foster and adopt these kids. There are so many people here that can't have kids that would be willing participants. I believe that would work.

Perhaps you could get schools involved to help you in your efforts. Children helping children. I have a non-profit here in Michigan that raises money to help the poorest in the poor in Tanzania, E. Africa with food, medicine and helping to educate the children. There are also many orphans in Tanzania. I have had a couple schools get involved. One of the local high schools that have their students wear a uniform, allowed a "jean day" where the kids paid $2 to wear jeans. In one day, they raised over $600 to help my charity.

If 10% of the average $907 that Americans spent on Christmas gifts went to children in need, 42 million children could be helped for an entire year according to statistics provided to me during an interview with World Vision.

This year, I conducted an experiment, and asked for donations to World Vision and Heifer.org instead of Christmas gifts. Many folks simply chose to give me gifts anyway, but many did make donations instead, resulting in $137 going to these charities.

I also have a website where I sell art to support these two fine Christian organizations. The next time you need art for your walls, please consider my website. My personal favorite of my own work is Stir the Groove3. Recently I have had several new artists donate to this cause also If you know of artists who might wish to join this charity model, please send them my way.

Have every family adopt one child. Sterilized all crack-head mothers without their consent. Garbage only brings garbage to the world.
