To promote mating behavior, you should add a nesting box in the cage and increase the amount of light they receive every day. Now I do not know what type of birds you have, but I think my neighbors can hear when my cockatiels mate. Now, when the two birds are about to mate, you can notice the male "showing off" for the female. He will likely sing to her, and he will bang his beak on the perches. This is a sort of courting behavior, and is a fair sign that they will mate.

The male will bang his beak on the perch and the nestbox and sing very loudly to her.
She will attack him but nothing to worry about. Then she will accept him eventually, by going in the nestbox together.
