You can't 'let' a cat from being afraid of strangers. My youngest cat is six years old and still runs under the bed at the first sign of a stranger. There's nothing you can do about it.

The cat has been traumatized somehow by someone. They could have accidentally stepped on the tail, so they will associate pain with strangers. Do not force strangers on your cat or it will just be more traumatized.
Be very careful when you introduce people to the cat that they do not hurt it. Use Feliway that will help keep the calm and stress free. Have the person offer treats and toys.
Let the cat come to them and not the other way around. After a while the cat will not feel threatened and will come around.

Maybe when the little girl picked her up she squeezed the cat to tight or pulled her whiskers or tail.
Some cats just don't like to be picked up.

You can't "Make" your cat like anyone all you can do is let the cat warm up to people in her own time.
We have four cats and all of them hide when someone comes to the house, but after the person is there for a little while they'll come out.
BUT, if the person makes a move to pet or hold them they run again..when the cat wants to be petted it will let the other person know...one thing I've learned over the years is you can't make a cat do anything on your timetable, it has to be on the cats timetable.

Don't push it, just act normal and perhaps she'll come around. But personally, I sorta like that my cats don't trust strangers, you hear too much about cats being cat-napped or kids mistreating them. Of course if he's indoors only you won't have to worry about that but an outdoors cat that's afraid of strangers is a blessing!

It seems when cats are kittens if they are not handled or held they tend to be scittish.I don't know if they can get over there fear.
You might try to handle them until they purr then let people pet
them and let the cat smell there scent so it might get used to it.
