Everyone travelling to Australia requires a visa to travel to Australia. The exception to this is New Zealand passport holders who are granted their visa on entry in Australia.
If you are from the EU, USA, Canada you are probably eligible for an Electronic Travel Authority which you apply for at http://www.eta.immi.gov.au.

depends on where you are coming from if its new zealand then no,any where else then you will need a visa

Depends where you're coming from, but most likely yes.
