There's nothing wrong with asking a friend out to dinner. As long as she doesn't have any prior commitments to someone else.Or if you don't as well. Just don't be upset if she declines, it could be she has other plans, she may take you up on the offer in the future, so try again if it doesn't work out Good luck

Not at all! She'll be flattered. Make sure you take her opinion into consideration when choosing a place, however. I'm a vegan and I've had some bad experiences at Outback.

Not at all, just keep it light. Don't go over the top with lovey dovey stuff. Either don't give her a card, or just give her a silly valentine card that is light and airy - not dripping with sentiment. Leave it at that and have a nice evening.
