Tell him directly "i love getting sentimental cards for valentines" and see what he says. Do you get him cards and gifts?
I once had a bloke who refused to get me anything on any occasion, yet, like a spoilt child demanded that he be showered with gifts - and he was. Looking back I should have dumped him, it was all one sided and very boring.
it depends what you are happy to settle for.

Take yourself to dinner or a friend
He is a friend get him a little something just a card saying your glad he's your friend
Friends are hard to come by
