if points stay on your licence for 4 years but are not counted after 3 then what is the extra year for?

because if you go bad again then the courts take it into consideration when you reach a certain number mostly 9 as another 3 will make you banned.they use to be for insurance company's as well as this gives them an idea as to what sort of driving record you have.

Apples and oranges. Some insurance companies only ask about and look back 3 years on your driving record. That has to do with insurance rates.

Court systems looking at traffic violations, and the DMV, will look at what is on your license. In some cases for some violations like DUI, they stay on your license for 5 years. If you continue getting tickets and go over a certain level, your license can be revoked. That has to do with keeping your license, not your insurance.
