I would suggest Canada,
Please don't be fooled if you have never been here, it is the l the worlds largest area land mass we stretch over 5000 miles for sea to sea, in Vancouver the most westerly part of Canada we have weather that is better than most of America in the winter months rarely do they get any snow,to the other side facing east is Newfoundland it is more like New England in America it is close to the American boarder,
but has fewer people live there then any other place in Canada, If you were ever to vacation there you would swear that no one had ever been there before the people treat you like family the best sea food in the wold
the other way north would bring you the The Province or territory of Quebec mostly French speaking and having thier own attonamy, Thier culture is amazing how the protect the very fiber of their ansestry is a wonder in itself, they have made rules that even signes in store windows must have French only, the rest of Canada finds that a good choice for them and respect it as well. to the south you would find the longest undeffended Border in the world the United states of America, our closest neighbour and will always be our best friend because of our culter exchange , they have very little on a percapita and we had all the rest but we are willing to treat them to quality of life.
The Canadian dollar is at a low one Arican dollar Cost Canadians $1.36 cent we realy dont mind it because American companies love to make as much as they can and do a lot of busness here.
The imigration laws are not that relaxed,
but if you have skills or are a proffessional in the medical field or education or the arts,
you would be fast tracked. if you understand we have free medical coverage But best of all Canada financially supports new Canadians and their families untill they get on their feet.
it is a wonderfull country to bring children up. the fact Some parts of Canada does gets cold in the winter but it is no worst than America except we just dont have a florida or southern California, in comparison USA has 300 million population Canada has less than 30 million. Americans will not offer this news.
but they will tell you yes it is warm there but it is very dangerous , if you consider America has well over 6 million convicts that are doing more than ten years and at any given time they have 3 million out on Bail or waitting their turn for prison term's the prisons are maxed out or all filled up, but then that is for them to tell you,
that it just slipped out (sorry George)
where as crime in Canada is almost nothing because we have a wonderful attitude and wish to keep our country free and fun for all.

Russia, believe it or not. They are considered first world and they have had a huge population drop since the end of the cold war, so they are welcoming immigrants.

Aside from that, I would also say France.

The US is not easy to immigrate to, hence we have all these illegals, because they basically had no other choice than to do it illegally, since the law prohibits them from doing it legally.

It is so easy to immigrate to the U.S.A. legally, which makes it all the more frustrating to have the illegals coming in.
