We have a stockpile of about 3 to 1, so they really did know throw one at us, and we'll strike back with 3...Won't work with a terrorist...they say they are ready to die...scary, huh?

Mutually Assured Distruction, MAD, was the most common accepted reason. Plus the super powers never reached a point where their surviving as a nation was in question - requiring the use of overhwhelming force.
