Where it is said that poverty should not be in a Karmabhumi ?
We hindus have been given centuries of slavery, poverty, struggle, bad politicians etc etc... because the System wants us to return to our roots.... know hinduism... and tell others
As long as we are away from our spiritual roots, Nature will continue tormenting us... (though this is true for all human race, but India being a karmabhumi ,,, we have to face it more fiercely)

Why suffering due to poverty is not Karma?
What do you mean by Karma Bhoomi?
People discharge their duties and get results what they deserve.
I have not heard any where that Karma Bhoomi means a place one can or all can enjoy 5 star comforts.

The answer is hidden in your question. You have rightly said that India is a karma bhoomi which means it is a land where you perform karma and get the propitious results. But if one doesn't do karma then one is bound to be poor and despicable.

Karma is a reaction of your past. Being poor or rich, famous or insignificant, where you are born are all results from the past.
Being rich might not be good karma as being poor might not be bad karma.
Being born in India has no relevance to poverty. People can be born poor anywhere.

Property separates people, and poverty joins people. Have you
not seen that. The interaction of those in poverty is much
more close and heartening than that in the well-to-do.
Because of their past Karma, they are born as poor. They
enjoy so much in their personal relationships and understanding.
It is we who are poor in personal relationships compared
to them.
