drag them out the door, or clean up after them. try putting down some old newspaper, like when they were puppies.

You have to force them to do it anyways. Dogs will not die from the rain. They have to learn to go potty no matter what, or else when they are back inside, they will just want to go on the carpet. You have to remain the dominant one here. Be letting them back inside before they have gone potty, they are winning!
Small dogs may not love the rain, but they certainly have to learn to go potty anyways.
