No as per me...Its the developed countries where the problem of environmental degradation is more and the pollution is also ver much...
The developing countries are on their way of development n arent using the polluting things more than the developed ones...

which nations do you mean for a start...

then there's the somewhat arrogant western belief that we are the ones with all the environmental protection awareness...

and that said nations actually need our help in the first place

and that they wouldn't have such a need or environmental protection if we left them alone

and that it's when we provide such aid that they suddenly find themselves in need of environmental protection

do you understand the picture that I'm painting here? Nigeria and the Shell company; Papua New Guinea and the BHP Billiton disaster called Ok Tedi mine...Venezuela and most of the South American continent; Mexico City and their terrible pollution....

I think the short answer is NO. The only condition which could be attached is an ethic of responsibility - but even then we would sound like the "wise" ones when I seriously doubt the wisdom of most decisions that we as westerners have made in the past couple of decades...

That depends on the state of development and sociopolitical position the nation is in. Concern for the environment is a full stomach phenomenon. In the U.S. it is easy to think about the environment, we are well fed and reasonably protected by our geography.
Not all Nations enjoy the the same comforts.

So, I think Aid to developing countries needs to be evaluated, assisting the country to develop with an environmentally friendly eye, is the way we ought to do it.

No it should be made a condition of our development and the methods should be provided to the world by example instead of our still over consuming the resources of "lesser" groups and then killing the ones that point out that our conquest is immoral.

It is hypocritical to force somebody else to do what you are not prepared to do yourself. It is OK to set up any condition you believe in, and that you fulfill but not otherwise.
Considering the fact that the developed world causes most of the pollution (directly or indirectly), they should start by putting their own house in order. At least that's what I think.
