A key worker is someone who works in the public sector eg police officer, fire fighter, nurse, teacher.
What you are referring to is a subsidy paid by the local authority to encourage such people to settle or stay in the area, it can either be reduced rent or a shared ownership scheme. This basically means that the local authority will own half your property and they get that back when you sell/ move.
It is not without it's flaws however, I have been on the key worker waiting list in Milton Keynes for about six months and am having no joy as there is only a limited number of properties to rent.
Getting a mortgage through this scheme also seems counter productive as you only own half of a property and if you change jobs and are no longer in the public sector, you're in trouble.

a key worker is a person assigned to another adult or child. this person is there to help and support the other. children in care, disabled people and older people are the main people who have key workers. one of my best friends has one.

I understand the term to apply to people like Nurses, Ambulance Crew, Firemen/women, teachers anybody who is necessary to society but don't get paid that much, enough.
