If the person gives it all their effort. You don't measure it. Just try to make something nice and have your friends opinion.

The ability to produce art of any kind is firstly a talent sensitive to the particular media (visual, musical, etc). Secondly it is a set of skills that can be learned with patience and practice. Thirdly, whether it is "art" or not depends on whether the audience is moved by it. That depends on the psyche of both its creator and the audience - and can also depend on the culture of the time. That's why art is often appreciated differently at different times, or may need for its time to come. So an artist produces because of an inner need to do so; not for applause. But whether anything is "art" or not is for others to decide for themselves. Except for the purposes of sustenance, or preservation, such decisions are somewhat irrelevant.

you can tell your by their level of motivation to perform in front of others as well as their extreme interest in promoting their ideas to art galleries, singing studios, graphic designers, whatever.
