It looks like Golden laurel, Cypress trees, Lavender plants

Yep. I think I agree with Emmarose. Looks like laurel and blue cypress on either side. The laurel by the way looks too closely planted for my liking.
Laurel is a big tough shrub. A bit too big for where it's planted, unless they want to cover the window.

The only thing I will add is that the little perennials in the foreground are daylilies, probably Stella de Oro (or Stella d'Oro), which are very common in public landscaping (the building looks to be a McDonalds restaurant):

It certainly looks like Laurel and Cupressus but the one on the right could be Hebe (maybe).
