It depends on how deep your pockets are and how much time you want to spend educating yourself on these tools.
If you want an affordable package, PSP is the obvious choice. It will do enough for most amateur photographers.
Photoshop is the tool for professionals. It is currently the image manipulation champion at a premium price. It is used by most commercial graphic artists and photographers, It has a pretty steep learning curve to properly use its powerful features.
Only judging cost, ease of use, etc. can the "Best" fit be determined.

I love Photoshop. I think I used Paint Shop a little, but I think Photoshop is more professional.

PHOTOSHOP -- 100%.

If you don't want to invest in Photoshop CS2 or CS3 (coming soon), you can look into Photoshop Elements. It's a little more limited than Photoshop, but it will do a good deal of work.

i would say photoshop, but if you are just trying to make your digital photos look better and not trying to art-ify them up too much, i prefer using lightzone.
