I find them really annoying when someone in public has one and I have to listen to it--is the whole point to annoy uptight people like me?

O-M-G!!!! I hate chirpy phones!!!! I will answer your question in the nicest way possible. They suck. they are completely lame and utterly pointless. Hope that helped.

It is because of emergency. Most Americans leave there phones on just in case if something bad were to happen in their family. They need to have chirp on so they can be aware.
