The most effective measure against Iraq was the ongoing U.N. inspections.
The 1998 raids were a mistake too - Clinton was railroaded into that by the Republicans in Congress (look at the timeline of that debate versus the Lewinsky impeachment and you'll see - both started within two weeks of each other in mid-late January 1998). The tension leading to those raids resulted in the U.N. inspectors being forced out of the country.

If Clinton would've had balls, he would have invaded in 1998! He almost did what Pres. Bush did, fulfill on a United Nations resolution! He felt too much political pressure and ordered a weak offensive. The air raids were a response and so was the liberating of Iraq. Pres. Bush did his job and Pres. Clinton peed his pants.

Both of them are aggression on the independent state of Iraq to serve Zionism and Israel.Of course invasion was most effective because it destroy Iraq and killed its people and remove Saddam the only brave and honest leader in the Arab world.All of this for the interest of Israel not the USA the people of which is paying blood and money for this dirty war.

I believe that if you invade a country, do so. Accomplish the mission of throwing out the regime which is causing you the problems. Occupation forces always will contend with some sort of insurgency. So why put yourself through that?
Go in, invade, remove the present regime. Leave. Let your enemies fend for themselves. And if the new regime wants to cause you problems, give them the same dose the last regime received. Yes, it's gunboat diplomacy, but that's what they seem to understand in the Middle East.
