I am an international student in the USA. I just finished my master degree in New jersey and came to California for Phd Degree. I came to California 1 month ago. I learned that according to Califonia laws i have get California Driving License in 10 days after reaching California. (I have a New Jersey Driving License valid through 2008).
What can I do to have a California Driving License (Because i had to apply within 10 days but 1 month passed.)

Actually there is nothing official that shows that you didn't move to California 5 days ago. For example, perhaps the first 30 days in California you are on vacation, and then decide on day 31 that you will stay.

Chances are, that you the DMV will not check into what day you moved to CA as long as you have a valid license from another state, and you pass the test.

Make sure to get new insurance too though.

Just go down to the DMV as soon as possible and get a driver license. It really does not become a problem until you are stopped by the police (and they give you a ticket for the violation). Better to take care of it before that happens. Like the previous poster said, DMV isn't going to investigate your exact arrival date in CA.
