The diagram doesn't show up in your question, so I can't tell you specifically which answer is correct. However, the way to read it:
Each dial is the reverse of the one next to it, but in every case the needle will point "between" two of the numbers or at one of the numbers. If the needle points between two numbers, the answer for that digit is the lower of the two numbers. If the needle points at or very close to a number, check the dial to the right of it. If that dial shows between 9 and 0, then the first dial has not reached the number yet, and so is one less than the number it is approaching. If the dial to the right of it is between 0 and 1, then the first dial has "reached" that number, so you would use that number for your digit. It is usually easier to calculate the digits from the right to the left.
