i download the dvd from limewire and looking for a free downloadable program to burn this to a DVD-R disk.
for ps2 game i need a program that reads the disk and burns it to a disk able to play on a chipped ps2

For your DVD burning you can use Nero, but for your PS2 games you can use the same Program or get DVD SHrink or DVD Decrypter from softpedia.com ....but you said you have a chipped PlayStation so it should work on any of the programs....

Go to All Programs, then in the list there is CD (DVD) recorder.
Your PS2 you are out of luck.
