I just need this confirmed: Is there anywhere in the United States where debate is mandatory?

Debate as in the class. I hear that perhaps some of the Midwestern states have mandatory classes for debate but going to say a National Forensics League tournament counts as extra-curricular.

but anyway

For now I'm treating it as just hearsay, because I've been looking for answers and I seem to be out of luck.
