I am sure there are a good number of American Kestrels in La Coste. They are very common all over Texas. These are very small falcons that sit on telephone wires. You could possibly have Merlins and an occasional Peregrine, or even rarer for that area, a Prairie Falcon. There are also Red-tailed Hawks, the most common bird of prey in your area, Red-shouldered Hawks, which are usually found near rivers or creeks and a possible Harris's Hawk or two. If you are interested in your local birds I would suggest getting a good bird field guide, like National Geographic's Birds of North America.
