I'll be going there as an exchange student. Will I be able to get one? i'll be going to north california.

go to Application Checklist then to Application Requirements. They even have written and driving test requirements. If you have a drivers license now from your country you can use it for a short time when you arrive.

PS There isn't a North California, just California.

15 for the permit, 16 for the license
