Most women seem to enjoy cunnilingus more than any other kind of sex, so he is trying to entice you. He's just letting you know he likes doing it incase you like having it done and might be interested in having him do it for you. He looks at you in a sexual way but he's not sure you feel the same way about him so he didn't specifically direct it at you.

Could be either an advertisement of available services or clowning. What would you do if a 40 year old guy came up to you on the street and said the same thing? It is inappropriate and the guy has a problem. (Or maybe it was on a bet...)

Obviously he's trying to shock you and gauge your reaction to what he said... are you interested in it? offended? aroused? Yes, it's conversation, and treat it just as such until he becomes more than just a friend. He's comfortable enough with you to divulge that kind of intimate infomation, even if it wasn't directed at you yet.

it's his clumsy way of saying hey I am cool and I am good in bed baby, don't you want to do me? Loser if you ask me to drop that out of no where...i have told girls that too but not until we were an item and we really had the hots for one another...out of the blue it is crude and presumptious.
