The living plants do not alter the pH of water but the dead plants and dead remains of plants can change the pH of water upto a certain extent because when the plants undergo decay due to the bacterial action the tissue thus digestaed by the bacteria produces some by products like Acetaic acid due to fermentation and hence they can alter the ph of water by lowering its normal value.
