Say hello or don't say hello just like you'd do to any other person. In some places everyone greets everyone, in other places people look at you like "do I know you?", in many places you greet only when you end up close as in an elevator or something but not on the street. Use local custom & what you're comfortable with but don't change that because they're in a wheelchair. Maybe someone will get offended but some walking people read more in people's actions too. Generally just act normal and you'll be fine :)

If you make eye contact with someone on the street and you are the only ones there, its rude to not acknowledge each other politely. If you go dashing out of your way and make a grand show of saying hi to a person in a wheelchair, then that's pretty tactless as well. It truly is a case by case question in which everyone will react in their own unique way.

Are you offended if a stranger says hello to you?

WE who use mobility aids of any type are first and foremost PEOPLE. Using a mobility device of any type doesn't change that fact. I explain it that way to children, but no one, NO ONE should have to explain that to an adult.

Actually, I'm offended that you don't understand that.

Are you more worried that you're saying hello to this person simply because he/she is in a wheelchair? If that's the case...probably don't do it. But if it's just in passing and it's no different from saying hello to anyone else...then i don't see why anyone would be offended.

Honestly, some people with disabilities are very sensitive. If you totally ignore them trying not to make them feel offended, they will; and if you say Hi, they could still feel offended. I understand them though, it is a delicate topic; we just have to imagine how it feels to be physically impared or different, I would probably be cranky all the time too.

I think it depends on the manner that you say hello. If you seemed sincere, I guess they shouldn't be offended. But if you weren't they'd probably think you were looking down at them.

No they dont most people in wheel chairs are using them as attention getters and welcome the attention you give them. So speak to them anytime they are really nice people who appreciate any form of friendliness they are not attention seekers , I was being sarcastic.

Don't go out of your way to say, hi. But if you are passing eachother and your eyes meet, say hello.
