If you were in the US asking this question, the answer would be easy: Once he is proven to be the father, he would either have to pay child support or would face a possible jail sentence.

Because you are in the Philippines, it's not as easy to answer this question. My best advice is to first identify your available resources. Research for, and contact, any human services governmental agencies in the Philippines. If there is a child support enforcement program in the Philippines, there will be a child support establishment department which should be able to assist you.

If the father is in the US military, I would strongly urge you to contact them advise them of your situation and ask for assistance. You may not initially get much help, but if you are successful in filing a child support action, the US military is required to provide you with his financial information pursuant to the establishment of child support obligations.

Best of luck.

i dont know if they will hunt him down or not, but i do know that today, its a federal offense to run across state lines to avoid child support....if he is a US citizen.

find out where he is from, and contact all of his state reps. find out where he is now, and contact all of his reps. our laws here dont apply in other countries, but at least you make them aware of the situation.

dont call and complain, call and get contact info to their offices. then write them. write weekly if need be. it may help if they know you will not go away.

then contact ALL of his reps (if he is from the US)

1) your states governor
2) your states Attorney General
3) your Regional FEDERAL Child Support Office
4) your local, county and state reps

all links to find these Fax numbers are below. if thier fax number isnt listed on their website, just call and ask for it.

type up ONE letter, and send it to all of them. give your contact info, your case number, his info and the problem. ask what they are doing about it or can do about it.

fax it again if you hear nothing. fax it once a week if need be. the squeaky wheel gets the oil, if ya know what i mean.

also, go on welfare. welfare will go after him worse then the IRS. the state and federal government are tired of parents who dont pay for their kids, thats why the stronger laws and welfare going after the deadbeat.

DNA or not, he has to answer to the charges in the US. if he doesnt come submit to a DNA test, the charges will remain here for him to answer. it will not go away.

call your local social services. they can help and it doesn't cost anything. if something can be done they will do it. good luck to you and your daughter.
